Do you mean $i \in GF(q)$ s.t. $i + GF(r)$ generates $GF(q) / GF(r)$? Do you mean $i \in GF(q)$ s.t. $i$ generated $GF(q) / GF(r)$ as vector spaces over $GF(r)$?
