This ticket is to update the version of normaliz to 3.8.3:

Upstream:

​PyNormaliz 2.9: 

(cd upstream && wget -O PyNormaliz-2.9.tar.gz 'https://github.com/Normaliz/PyNormaliz/archive/v2.9.tar.gz')

These new releases include dynamic bitset classes that allow dynamic h-representation computations.
