This ticket is to update the version of normaliz to 3.8.4:

Upstream:

​PyNormaliz 2.9: 

(cd upstream && wget -O PyNormaliz-2.10.tar.gz 'https://github.com/Normaliz/PyNormaliz/archive/v2.10.tar.gz')

These new releases include dynamic bitset classes that allow dynamic h-representation computations.

@Winfried: On #26363, you mentioned that normaliz 3.8.4 will be released soon. Do you have an explicit date in mind?

This way, we'll arrange this ticket to update the version to 3.8.4 right away...

Side remark: any significant change to pynormaliz while we are at it?
